This bill mandates cardiovascular prescreenings for student athletes and all students in Minnesota, starting in the 2028-2029 school year. It requires that a qualified licensed health care professional conduct these prescreenings during physical examinations, following nationally recognized, evidence-based guidelines. The prescreening will assess various cardiovascular risk factors, including prior elevated blood pressure, unexplained exertional symptoms, and known cardiac conditions. Students with positive findings will be referred to a cardiologist for further evaluation. Additionally, the Department of Health is tasked with compiling annual reports on the number of exams and referrals, as well as monitoring screening outcomes.

Furthermore, the bill extends the opportunity for cardiovascular prescreening to all students by incorporating it into annual well-child visits. It also mandates the distribution of educational materials about sudden cardiac arrest and heart failure to parents and guardians of students participating in school sports. The Department of Health will promote professional education for health care providers on prescreening guidelines and referral procedures. Lastly, the Department of Health, in consultation with the Department of Education, is required to adopt rules to implement these provisions effectively.
