The bill appropriates $18,650,000 from the bond proceeds fund to the commissioner of transportation for safety improvements on County State-Aid Highway 46 in Dakota County. The project aims to reconstruct the highway from a two-lane to a divided four-lane road, enhancing safety and capacity from marked Trunk Highway 3 through the Trunk Highway 52 interchange to County Road 48. The funds will cover various aspects of the project, including design, engineering, right-of-way acquisition, construction, and environmental mitigation, as well as the development of pedestrian and bicycle facilities.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the appropriated amount to finance the project, following the guidelines set forth in Minnesota Statutes and the state constitution. The effective date of this section is the day following its final enactment.
