This bill amends Minnesota Statutes 2024, section 116L.20, by adding a new subdivision that allows employers with 100 or fewer employees to request a refund of special assessments paid into the workforce development fund. The refunded money must be utilized for employee training aimed at upskilling current entry-level employees or for training that enhances salary or career advancement opportunities within the employer's organization. Additionally, the training refunds are restricted to training Minnesota employees only.
Furthermore, the bill mandates that by January 15, 2027, and annually thereafter, the commissioner must provide a report to the relevant legislative committees. This report will include the current balance of the workforce development fund, the total amount of special assessments collected in the previous calendar year, and the total amount refunded to employers under the new subdivision.
