It introduces a new section in Minnesota Statutes, chapter 145, which mandates that all health clinics, pharmacies, and other healthcare settings where vaccines are administered must display a poster approved by the commissioner of health that outlines proper vaccine administration techniques. Additionally, starting July 1, 2026, healthcare personnel authorized to administer vaccines must complete comprehensive, competency-based training that aligns with CDC guidelines, covering various aspects of vaccine administration and SIRVA. Exceptions to these requirements are made for veterinary clinics and personnel.
The bill also amends existing statutes related to the practice of dentistry and pharmacy. It specifies that licensed dentists must complete training that complies with the new SIRVA prevention training requirements before administering vaccines. Furthermore, pharmacists administering vaccines must also have completed the required training. An appropriation is included in the bill, allocating funds for the creation and distribution of the SIRVA prevention poster to educate both healthcare personnel and the public on proper vaccine administration techniques.
