This bill amends various sections of the Minnesota Statutes to include Tribal governments as eligible recipients for certain Metropolitan Council grant programs. Specifically, it modifies the definitions of "development authority" in sections 473.252, 473.253, 473.254, and 473.255 to include "Tribal government" and "Tribal development entity." Additionally, it establishes a grant program under section 473.355 that allows Tribal governments to receive funding for environmental initiatives, such as tree planting and forest management.

The bill also makes technical changes to the funding structure of the Livable Communities Demonstration Account, removing specific tax levy limits and replacing them with a formula based on the previous year's tax levy and the growth in the implicit price deflator.
