Each grant recipient may receive up to $75,000, with a provision allowing up to ten percent of the grant to be allocated for faculty training. Priority will be given to applicants collaborating with Minnesota State Colleges and Universities or local industry partners.

Additionally, the bill mandates that by January 15, 2028, the commissioner of employment and economic development must report to relevant legislative committees detailing the grants awarded, including amounts and any unfulfilled requests. An additional report is required by November 1, 2028, for any grants issued after the initial report. The Department of Employment and Economic Development is also authorized to enter into interagency agreements with the Department of Agriculture to facilitate the program's administration.
