This bill amends Minnesota Statutes 2025 Supplement, section 124D.901, subdivision 3, to increase student support personnel aid for independent, special, and charter schools. The initial aid for independent or special school districts will be the greater of the student support personnel allowance multiplied by the adjusted pupil units or $40,000, while for charter schools, it will be the greater of the allowance multiplied by the adjusted pupil units or $20,000. The bill also specifies that the student support personnel allowance will be set at $17.08 for fiscal year 2025, and the cooperative student support allowance will be increased from $1.60 to $2.44 for the same fiscal year. Additionally, the bill establishes a fund balance requirement for the aid, which cannot exceed the greater of the aid entitlement or fund balance from the prior fiscal year.

Furthermore, the bill amends the appropriation details for student support personnel aid in Laws 2025, First Special Session chapter 10, article 3, section 15, subdivision 13. The 2026 appropriation will include $3,655,000 for fiscal year 2025, with adjustments to the 2027 appropriation as well. The effective date for these changes is set to be the day following final enactment.
