This bill establishes new requirements for education and training on vaccine administration to prevent shoulder injuries related to vaccine administration, known as SIRVA. It introduces a new section in Minnesota Statutes, chapter 145, which mandates that all health clinics, pharmacies, and other healthcare settings where vaccines are administered must display a poster approved by the commissioner of health that outlines proper vaccine administration techniques. Additionally, starting July 1, 2026, healthcare personnel authorized to administer vaccines must complete comprehensive, competency-based training that aligns with the Centers for Disease Control and Prevention's guidelines, covering various aspects of vaccine administration and SIRVA. Exceptions to these requirements are made for veterinary clinics and personnel.
The bill also amends existing statutes related to the practice of dentistry and pharmacy. It specifies that licensed dentists administering vaccines must complete training that complies with the new requirements, and pharmacists must also complete similar training to administer vaccines. Furthermore, the bill includes an appropriation for the creation and distribution of the SIRVA prevention poster, ensuring that healthcare personnel and the public are educated on proper vaccine administration techniques. This appropriation is a one-time allocation from the general fund for fiscal year 2027.
