This bill amends Minnesota Statutes 2024, section 116L.665, by adding a new subdivision that establishes a process for recommending appropriations from the workforce development fund. A subcommittee of the board will be formed to review applications from nonprofit organizations seeking funding. The subcommittee is tasked with conducting outreach to inform these organizations about the opportunity to apply for legislative appropriations and must evaluate applications based on criteria such as legal organization status, tax compliance, previous state funding, employee details, and past success in providing workforce development services.

After reviewing the applications, the subcommittee will submit a report to the board with recommendations for appropriations, including the recommended amounts and purposes, organized by the type of services to be funded. The board will then consider this report and must submit an approved version to the relevant legislative committees by January 1 of every odd-numbered year, starting in 2027. This structured approach aims to enhance transparency and accountability in the allocation of workforce development funds.
