This bill amends various sections of Minnesota Statutes concerning election day registration and provisional ballots. It mandates that voters who register on election day and lack a Minnesota driver's license number, state identification number, or Social Security number must cast provisional ballots. New provisions are introduced for the casting and counting of these ballots, requiring voters to sign a provisional ballot roster and complete a voter registration application on the provisional ballot envelope. Election judges are also tasked with informing voters about the process for ensuring their provisional ballots are counted if they provide the necessary identification within a specified timeframe after the election.

Additionally, the bill makes changes to the canvassing process for state primaries and general elections, including new deadlines for the county canvassing board to meet and report results. The county canvassing board is now required to complete its canvass by the third day following the state primary and by the tenth day following the general election, while the State Canvassing Board's deadline for declaring results is extended from the 16th to the 24th business day after the election. The bill also stipulates that the canvass for school board elections must occur on the tenth day after the primary, and it clarifies the roles of municipal and school district clerks in managing election results. These changes will take effect on July 1, 2026, for elections held on or after that date.
