The bill amends existing legislation to extend the appropriation availability for the Direct Care and Treatment county correctional facility support pilot program. Specifically, it allocates $2,387,000 in fiscal year 2025 to establish a two-year pilot program aimed at enhancing the provision of involuntary medications for mental health treatment in county correctional facilities. The program will include education and support for counties, technical assistance for expanding access to injectable psychotropic medications, and a survey of facilities regarding their capacity to provide these services. The appropriation for this program is now available until June 30, 2027, as opposed to the previously set date of June 30, 2026.

Additionally, the bill includes funding for other initiatives within the Direct Care and Treatment framework, such as $1,368,000 for free communication services for patients and clients, and $1,796,000 for designing a replacement facility for the Miller Building at the Anoka Metro Regional Treatment Center. Both of these appropriations are also available until June 30, 2027. Furthermore, the bill provides $482,000 for the administration of an advisory committee for Direct Care and Treatment operations, with the same extended availability. A base level adjustment is also included, increasing the general fund base by $31,000 in fiscal year 2026.
