This bill amends Minnesota Statutes 2025 Supplement, section 256L.04, subdivision 10, to modify eligibility requirements for the MinnesotaCare program. The key change is the elimination of eligibility for undocumented noncitizens, who will no longer be able to enroll in MinnesotaCare. The bill specifies that noncitizens are ineligible for the program, and it clarifies that families with children who are U.S. citizens or nationals must provide satisfactory evidence of citizenship or nationality as required by federal law.
Additionally, the bill states that eligible individuals must be lawfully present in the United States and have incomes at or below 200 percent of the federal poverty guidelines. It also removes previous provisions that allowed for limited enrollment of undocumented noncitizens who were already enrolled as of June 15, 2025, and establishes that these individuals will be ineligible for MinnesotaCare starting January 1, 2026. The changes take effect the day following final enactment.
