This bill appropriates $225,000,000 from the bond proceeds fund to the Public Facilities Authority for clean water initiatives in Minnesota. The funding is allocated for various programs, including $22,000,000 for the emerging contaminants grant program, $19,000,000 to match federal grants for clean and drinking water revolving funds, $60,000,000 for grants to municipalities under the water infrastructure funding program, and $124,000,000 for the point source implementation grants program. All appropriations must be used for qualified capital projects.

To finance these appropriations, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the total amount of $225,000,000, following the procedures outlined in Minnesota Statutes and the state constitution. The effective date of this section is the day following its final enactment.
