The bill appropriates $1,200,000 from the general fund for the fiscal year 2027 to the commissioner of employment and economic development. This funding is designated for a grant to the Neighborhood Development Center to support the development, equipping, and launch of "The Ruckus," a new facility aimed at assisting entrepreneurs in their transition from startup to significant revenue growth. The grant will facilitate the design and implementation of core programs, the establishment of entrepreneur cohorts, and the creation of partnerships across various industries, as well as the purchase of necessary equipment for the facility.

The programming funded by this grant will include a technology and business accelerator for entrepreneurs ready to scale their validated ideas, a beauty and wellness production program that aids in compliant product development and market access, and a retail readiness initiative to help consumer brands enter and expand in retail markets. This is a one-time appropriation, which will remain available until June 30, 2028.
