This bill mandates the establishment of anonymous reporting systems in elementary, middle, and secondary schools in Minnesota to enhance safety and address potential threats. By July 1, 2028, schools must either utilize the Department of Public Safety's statewide anonymous threat reporting system or create their own local systems that meet specific criteria. These criteria include providing 24/7 anonymous reporting through a mobile app and multilingual crisis center, ensuring trained personnel are available for crisis intervention, and promoting public awareness about the reporting system. Additionally, schools must form a school-based team to manage reports and comply with data privacy laws.

The bill also requires the Department of Education to collaborate with the Department of Public Safety to provide a list of third-party anonymous reporting systems and to compile data on the effectiveness of these systems. By December 15, 2028, and annually thereafter, the commissioner of education must report to legislative committees on the number and types of reports received through these systems. Funding for the implementation of these systems can be sourced from both public and private entities. The provisions of this bill will take effect on July 1, 2026.
