Additionally, the bill defines "youth" as individuals aged 14 to 23 and outlines specific eligibility criteria for those in foster care, including those under the guardianship of the commissioner of children, youth, and families, and those who have left foster care due to adoption or custody transfer. It broadens the age reference for custody transfers from "16 or older" to "after ten," thus increasing the number of eligible youth. The bill emphasizes the development of individualized plans to address the vocational, educational, social, and maturational needs of these youth, mandating collaboration between the responsible social services agency and eligible individuals. While foster care placements will conclude at age 21, the agency is authorized to provide support and case management services until the youth turns 23, facilitating a smoother transition to adulthood.
