The bill establishes a School Safety Threat Assessment Pilot Project under the Department of Public Safety's Office of Justice Programs, in collaboration with the School Safety Center. This initiative aims to assess, prevent, and respond to threats to student and staff safety in schools by integrating advanced threat anticipation, real-time monitoring, and rapid response capabilities. The project will involve contracting with a vendor to provide services that include real-time alerts and coordination with emergency services, as well as the use of predictive analytics and artificial intelligence to enhance school security. The Office of Justice Programs will select one school district from each congressional district to participate, ensuring a mix of large and small districts, while excluding those with similar existing systems.

Additionally, the bill mandates a report to be submitted by January 15, 2027, detailing the pilot project's effectiveness, feedback from participants, and recommendations for statewide implementation and funding. To support this initiative, the bill appropriates $4,000,000 from the general fund for fiscal year 2027 to the commissioner of public safety for the implementation of the pilot project.
