This bill amends Minnesota Statutes 2025 Supplement, section 342.13, to grant local units of government the authority to prohibit cannabis business operations within 500 feet of specific sensitive locations, including congregate housing for children, congregate housing for transplant recipients, and hospitals. The existing provisions that allow local governments to restrict cannabis business operations near schools and daycares remain intact, but the new language expands the list of protected areas to include these additional facilities.

Furthermore, the bill maintains that local governments cannot prohibit the possession, transportation, or use of cannabis products, nor can they entirely ban the establishment of cannabis businesses. However, they can impose reasonable restrictions on the operation of these businesses, provided such restrictions do not prevent their establishment. The bill also outlines the process for local governments to certify compliance with zoning ordinances and establishes an expedited complaint process for addressing issues related to cannabis businesses.
