The bill appropriates $6,500,000 from the bond proceeds fund to the commissioner of education for a grant to Area Special Education Cooperative No. 997. This funding is designated for the predesign, design, construction, renovation, furnishing, and equipping of an education learning center in East Grand Forks. The center will serve a regional educational program for students with autism, cognitive disabilities, emotional and behavioral disorders, and other specific educational needs, including a Level IV setting regional special education program. Notably, this appropriation does not require a nonstate match.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $6,500,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section is the day following its final enactment.
