The bill appropriates $3,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of Northfield. This funding is designated for the predesign, design, construction, furnishing, and equipping of improvements to the Northfield Community Resource Center. The improvements include facility expansion, safety and security updates, HVAC system replacements, and renovations of existing spaces within the center.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to $3,000,000 to provide the necessary funds for the appropriation. The bond sale will be conducted in accordance with Minnesota Statutes and the Minnesota Constitution. The provisions of this bill will take effect the day following its final enactment.
