This bill amends Minnesota Statutes 2024, section 326B.106, subdivision 4, to include new requirements and provisions related to the State Building Code. Notably, it mandates that the commissioner of labor and industry adopt rules concerning unvented attics and unvented enclosed rafter assemblies. Specifically, these assemblies must be insulated and air sealed with air impermeable insulation that meets certain criteria, including an R-30 rating and a maximum U-Factor of 0.038, provided that the indoor heating, cooling, and ventilation equipment, including ductwork, is located within the unvented attic.

In addition to the new provisions regarding unvented attics, the bill retains various existing requirements related to parking facilities for commuter vans, smoke detection devices in dwellings, and safety features for window cleaning, among others. The bill aims to enhance safety and energy efficiency in building practices while also providing exemptions and specific guidelines for certain types of facilities, such as child care centers and residential buildings.
