By July 1, 2028, all elementary, middle, and secondary schools must either utilize the Department of Public Safety's statewide anonymous threat reporting system or create their own local system that meets specific criteria. These criteria include providing 24/7 anonymous reporting through a mobile app and crisis center, ensuring trained personnel handle reports, and promoting public awareness of the system. Schools that opt for a local system must also form a school-based team and comply with data privacy laws.

Additionally, the bill requires the Department of Education to collaborate with the Department of Public Safety to provide schools with a list of third-party anonymous reporting systems. By January 1, 2027, the Department of Education must maintain information on school-based teams, and by December 15, 2028, it must report to legislative committees on the usage of these reporting systems, including the number and types of reports received. The bill also allows schools to accept funding from various sources to support the implementation of these systems, with the provisions taking effect on July 1, 2026.
