This bill appropriates $4,103,000 from the bond proceeds fund to the commissioner of natural resources for a grant to the city of Prior Lake. The funds will be used to design and construct three segments of a bituminous, multi-use trail along the west side of marked Trunk Highway 13. The project aims to enhance connectivity within the community and with local and regional trail systems, provide safe routes to schools, improve accessibility and recreational opportunities, and enhance safety for pedestrians and bicyclists.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $4,103,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution. The effective date of this section is the day following its final enactment.
