The bill establishes a new category of special license plates known as Panhellenic plates in Minnesota. It mandates the issuance of these plates to applicants who are registered owners of certain vehicles, pay specified fees, contribute a minimum of $40 annually to the Panhellenic foundations account, and comply with existing vehicle registration and licensing rules. Eligible fraternities and sororities must be members of the National Pan-Hellenic Council and have an affiliated charitable foundation that is a nonprofit organization. The design of the plates will incorporate an emblem and an inscription identifying the organization.
Additionally, the bill outlines provisions for transferring the special plates to another vehicle under certain conditions and exempts these plates from specific existing regulations. Contributions collected from the issuance of these plates will be deposited into the Panhellenic foundations account, which is appropriated to the commissioner of public safety for administrative costs and distribution to charitable foundations affiliated with the organizations. The bill is set to take effect on January 1, 2027.
