This bill authorizes the city of Marshall to issue a special on-sale wine and malt liquor intoxicating liquor license to Southwest Minnesota State University. The license can be granted for non-contiguous spaces within the university's campus, allowing for sales during events at the Schwan Regional Event Center and the Recreation/Athletic Facility. The bill stipulates that the license will adhere to the hours and days of sale restrictions outlined in Minnesota Statutes, chapter 340A, as well as any reasonable conditions set by the licensing authority. Additionally, all other relevant provisions of chapter 340A will still apply unless they conflict with this new section.

The bill also includes a provision stating that it will take effect only after receiving approval from the Marshall City Council and complying with Minnesota Statutes, section 645.021.
