This bill modifies the Mary C. Murphy Library Construction Grants Program by amending Minnesota Statutes 2025 Supplement, section 134.45. It changes the matching requirement for public library jurisdictions applying for grants from "local" to "nonstate" funds. Additionally, the maximum grant amount for library improvement projects is increased from $1,000,000 to $2,000,000. Both amendments will take effect for grants awarded after June 30, 2026.

Furthermore, the bill appropriates $10,000,000 from the bond proceeds fund to the commissioner of education specifically for the Mary C. Murphy Library Construction Grants Program. To fund this appropriation, the commissioner of management and budget is authorized to sell and issue state bonds up to the same amount. This section of the bill will take effect the day following its final enactment.
