This bill amends Minnesota Statutes 2024, section 142B.05, subdivision 2, to clarify the licensing requirements and exemptions for crisis nurseries. It introduces a new exemption for crisis nurseries currently operating as licensed children's residential facilities under chapter 245A, allowing them to continue operations while being exempt from chapter 142B licensure until July 1, 2027. Additionally, the bill removes the previous exemption for Head Start programs serving children aged three to six and adds a new clause that specifies the licensing framework for crisis nurseries.

Furthermore, the bill directs the commissioner of children, youth, and families to develop a comprehensive licensing framework for crisis nurseries, which will include pathways for organizations to obtain licensure, background study and training requirements, and measures to streamline existing regulations. The commissioner is required to collaborate with stakeholders and current crisis nursery organizations and must submit a report by January 15, 2027, detailing the licensing framework and any necessary legislative changes.
