The proposed bill establishes a voluntary Climate Literacy Seal for high school students in Minnesota, aimed at recognizing those who demonstrate mastery in climate literacy and acquire green skills or technical green skills. The bill outlines specific definitions related to climate literacy, including what constitutes a climate literacy final experiential learning project, which focuses on the effects of climate change in the student's local community. To earn the seal, students must meet graduation requirements, complete at least two approved climate literacy courses, and successfully execute a final project that applies climate literacy principles to local issues. Participating schools are required to provide information about the seal to students and their guardians and must not charge students for the seal.

Additionally, the bill mandates that participating schools collect and report data on climate literacy seal participation annually, including the number of students awarded the seal and the types of projects completed. By January 15, 2028, and each year thereafter, the commissioner of education is required to submit a report to legislative committees summarizing this data. The bill emphasizes collaboration between schools and local businesses or organizations to enhance climate literacy education and workforce development in green skills. The provisions of the bill will take effect the day following final enactment.
