This bill amends Minnesota Statutes 2024, section 135A.043, to provide resident tuition rates to individuals who move to Minnesota for employment purposes. The new language specifies that a student qualifies for resident tuition if they either meet existing criteria or have moved to the state for employment and accepted a full-time job before applying for admission to a public postsecondary institution. Additionally, the bill clarifies that the spouse or dependent of a person meeting this employment requirement is also eligible for resident tuition rates.
The bill also establishes that the section is a minimum requirement for education institutions and requests the Board of Regents of the University of Minnesota to adopt a policy to implement these changes. The effective date for this section is set for the fall 2027 academic term, applying to all eligible, currently enrolled students, including those previously enrolled at nonresident tuition rates. Importantly, the bill states that it does not have retroactive application and does not entitle students to refunds for nonresident tuition paid in prior terms.
