This bill modifies the conflict of interest provisions for members of the Legislative-Citizen Commission on Minnesota Resources. It amends Minnesota Statutes 2024, section 116P.09, subdivision 6, to prohibit commission members from serving as project managers or receiving financial compensation from proposals under review by the commission or receiving funds from the trust fund. Additionally, it removes the previous restriction that prevented commission members from voting on land purchases if they had a direct personal financial interest in the organization involved, instead focusing on their ability to participate in decisions related to proposals they are financially tied to.

Furthermore, the bill amends section 116P.18 regarding the use of trust fund money for land purchases. It clarifies that such funds cannot be used to buy land owned by the state or its subdivisions unless the purchase provides additional benefits to the state's natural resources and is approved by at least 11 members of the commission. The effective date for these changes is set for the day following enactment.
