This bill modifies the surcharges for all-electric vehicles and plug-in hybrid electric vehicles in Minnesota, establishing a fixed surcharge of $100 for all-electric vehicles and $50 for plug-in hybrid electric vehicles. The previous method of calculating surcharges based on a percentage of the manufacturer's suggested retail price has been removed. Additionally, the bill introduces a new vehicle weight surcharge for passenger automobiles, which varies based on the vehicle's weight rating: no surcharge for vehicles under 5,000 pounds, a 7% surcharge for those between 5,000 and 5,999 pounds, and a 10% surcharge for vehicles weighing 6,000 pounds or more.

The bill also specifies that all surcharges are in addition to existing taxes and must be deposited into the highway user tax distribution fund. The effective date for these changes is set for the day following final enactment, applying to taxes payable for registration periods starting on or after January 1, 2027.
