This bill establishes a new category of special license plates in Minnesota, known as winter sports conservation special plates. The commissioner is required to issue these plates to applicants who own specific types of vehicles, pay the necessary fees, and contribute to a winter sports conservation account. The design of the plates will feature the phrase "WINTER SPORTS CONSERVATION," and there are provisions for transferring the plates to another vehicle registered to the same individual. Additionally, these special plates will not be subject to certain existing regulations.

Contributions made through the issuance of these plates will be deposited into a newly established winter sports conservation account, which will be used to fund various initiatives, including grants for snowmobile trail maintenance and waste reduction efforts on ice. The bill specifies that the funds will first cover the administrative costs of the account, with the remaining funds split between the two designated purposes. The provisions of this bill will take effect on January 1, 2027, for plates issued after that date.
