This bill amends Minnesota Statutes to classify certain firearm permit data as public and extends the retention requirements for this data. Specifically, it modifies section 13.87, subdivision 2, to state that while the purchase or transfer of firearms and applications for permits are generally private, data related to the revocation, suspension, or voidance of a permit is classified as public. Additionally, if a permit holder dies by suicide using a firearm or as a result of force by a peace officer, their permit data will also be public. The effective date for these changes is the day following final enactment.
Furthermore, the bill amends section 624.714, subdivision 14, regarding the maintenance of records by sheriffs. It requires sheriffs to purge records of individuals who are no longer current permit holders by March 1 each year, but this does not apply to individuals who have had their permits denied or revoked, those whose permits have been voided due to legal prohibitions, or those who die from specified causes. For these exempt individuals, sheriffs must retain records for at least six years following the relevant event. This section also becomes effective the day after final enactment.
