The bill proposes an appropriation of $4,500,000 from the bond proceeds account in the trunk highway fund to the Minnesota Department of Transportation. This funding is designated for the planning, design, environmental review, engineering, and right-of-way acquisition necessary for the reconstruction of the interchange at Interstate Highway 35 and Scott County State-Aid Highway 2.

Additionally, the bill authorizes the sale and issuance of state bonds up to the same amount of $4,500,000 to finance this appropriation. The Minnesota Commissioner of Management and Budget is tasked with selling and issuing these bonds in accordance with existing state statutes and constitutional provisions. The proceeds from the bond sale, excluding any accrued interest and premiums, will be deposited back into the bond proceeds account in the trunk highway fund. The provisions of this bill will take effect the day after it is enacted.
