By October 1, 2025, the commissioner must begin negotiations for reciprocal agreements with the identified foreign jurisdictions unless it is determined that such an agreement poses public safety concerns. In such cases, the commissioner is required to notify the relevant legislative committees about the findings and rationale for the decision. The provisions of this bill will take effect the day after it is enacted.
