The design and site selection phases are required to be completed by December 31, 2026, with the installation phase to be finished by December 31, 2027, followed by an official dedication ceremony.
Additionally, the bill includes appropriations from the general fund for the Capitol Area Architectural and Planning Board and the Department of Administration, each receiving funds in fiscal year 2026, which will be available until June 30, 2028. The act is set to take effect the day after its final enactment.
