The design and site selection phases are to be completed by December 31, 2026, with the installation phase finalized by December 31, 2027, followed by an official dedication ceremony.

Additionally, the bill includes appropriations from the general fund to support the efforts of both the Capitol Area Architectural and Planning Board and the Department of Administration, with funds allocated for fiscal year 2026 and available until June 30, 2028. The act is set to take effect the day after its final enactment.
