The bill appropriates $2,000,000 from the bond proceeds fund to the Pollution Control Agency for a grant to Lake Superior College. This funding is designated for the design, engineering, and construction of improvements aimed at the abatement, remediation, mitigation, and treatment of PFAS (perfluoroalkyl and polyfluoroalkyl substances) contamination at the college's Emergency Response Training Center. The appropriation will cover the construction of wells, equipment, and facilities, as well as enhancements to existing infrastructure for site remediation and water treatment.

Additionally, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $2,000,000 to finance the appropriated funds. The bond sale will be conducted in accordance with the relevant Minnesota Statutes and constitutional provisions. The effective date of this section is set for the day following its final enactment.
