The bill proposes an appropriation of $10,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Cologne. This funding is designated for the design, permitting, engineering, construction, and equipping of improvements to the existing wastewater treatment facility. The improvements include the installation of a pretreatment system, new aeration basins, a new clarifier, filters, additional biosolids storage tanks, and necessary repairs.

To facilitate this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $10,000,000.
