The bill establishes a Drinking Water Contaminate Mitigation Program aimed at providing financial assistance for the installation of water treatment systems in residential buildings located in areas affected by high levels of manganese in drinking water. The program will offer rebates of up to $1,400 to licensed contractors who install eligible water treatment systems that comply with the Minnesota Plumbing Code. To qualify for the rebate, the contractor must certify that the property owner or lessee has a household income of $95,000 or less and that the residential building is situated within an impacted area as defined by the commissioner of the Pollution Control Agency.
Additionally, the bill appropriates funds from the general fund to support the program, with a specified amount allocated for fiscal year 2026. This appropriation is a one-time allocation that will remain available until June 30, 2028. The program aims to ensure that residents in affected areas have access to safe drinking water by incentivizing the installation of effective water treatment systems.
