This bill appropriates $25,000,000 from the bond proceeds fund for the development of residential substance use disorder facilities in Carlton County. The funds will be allocated for various stages of the project, including property acquisition, design, site preparation, construction, and equipping the new facilities. Additionally, any remaining funds after the project's substantial completion will be redirected towards asset preservation improvements at Direct Care and Treatment facilities statewide, in accordance with existing state statutes.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $25,000,000. The bond sale will be conducted following the procedures outlined in Minnesota Statutes and the state constitution. The provisions of this bill will take effect the day after it is enacted.
