The bill proposes an appropriation of $2,000,000 from the general fund for the fiscal year 2026 to support the expansion of the Indigenous Roots Cultural Arts Center in St. Paul. The funds will be allocated to the commissioner of employment and economic development for a grant to Indigenous Roots, a nonprofit organization. The grant will be used to acquire, design, renovate, furnish, and equip an adjacent property to enhance the center's programming capacity, specifically aimed at incubating and supporting small businesses along the Intertribal Cultural Corridor in St. Paul and surrounding areas.

Additionally, the bill stipulates that this appropriation is a one-time allocation and will remain available until the project is either completed or abandoned, in accordance with Minnesota Statutes, section 16A.642. The effective date of this section will be the day following its final enactment.
