This bill appropriates $8,856,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the Housing and Redevelopment Authority of Duluth, Minnesota. The funds are designated for the predesign, design, construction, furnishing, and equipping of a community engagement center in Duluth aimed at serving individuals experiencing homelessness. The center will include facilities such as a commercial kitchen, warming center space, health service facilities, classrooms, offices, and laundry and hygiene facilities. Additionally, the authority is permitted to enter into a lease or management agreement for the operation of the program.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $8,856,000, following the procedures outlined in Minnesota Statutes. The effective date of this section is set for the day following its final enactment.
