This bill amends Minnesota Statutes to eliminate the prohibition on for-profit entities participating in certain health insurance markets. Specifically, it modifies section 62D.04, subdivision 5, to allow health maintenance organizations (HMOs) that are for-profit to participate in the medical assistance and MinnesotaCare programs, provided they meet specific requirements related to enrollment percentages in their geographic regions. The previous requirement that HMOs must be nonprofit corporations or local governmental units to participate in these programs has been removed.
Additionally, the bill repeals section 43A.24, subdivision 4, which previously prohibited for-profit health maintenance organizations from providing state-paid hospital, medical, and dental benefits to eligible employees. The effective date for these changes is set for the day following final enactment.
