The bill appropriates $25,000,000 from the bond proceeds fund to the commissioner of administration for the development of new residential substance use disorder facilities in Carlton County. This funding will cover various costs associated with the project, including property acquisition, design, site preparation, construction, and equipping the facilities. Additionally, any remaining funds after the completion of the projects will be allocated for asset preservation improvements at Direct Care and Treatment facilities statewide, in accordance with existing Minnesota statutes.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $25,000,000. The bond sale will be conducted following the procedures outlined in Minnesota statutes and the state constitution. The provisions of this bill will take effect the day after it is enacted.
