This bill appropriates $25,000,000 from the bond proceeds fund to the commissioner of administration for the development of new residential substance use disorder facilities in Carlton County. The funds will be used for various stages of the project, including property acquisition, design, site preparation, construction, and equipping the facilities. Additionally, any remaining funds after the project's substantial completion will be allocated for asset preservation improvements at Direct Care and Treatment facilities statewide, in accordance with Minnesota Statutes, section 16B.307.

To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $25,000,000, following the procedures outlined in Minnesota Statutes, sections 16A.631 to 16A.675, and the Minnesota Constitution, article XI, sections 4 to 7. The provisions of this bill will take effect the day after it is enacted.
