This bill amends Minnesota Statutes 2024, section 171.071, subdivision 2, to modify the requirements for photographs on drivers' licenses and identification cards for individuals with medical conditions that necessitate head coverings. It stipulates that if an applicant has experienced hair loss due to serious illness or its treatment, they must wear a hat or similar headwear in their photograph, ensuring that the headwear does not obscure their face. Additionally, the bill introduces provisions for applicants who are medically required to maintain continuous coverage of their head or scalp due to serious illness or injury.
Under the new provisions, these applicants are not required to remove their medically necessary head coverings for the photograph, provided they submit a physician's statement affirming the need for such coverage and confirming that the covering does not completely obscure their face. The physician's statement must also indicate whether the condition requiring the covering is temporary or permanent. If the need for the covering is temporary, the applicant will be required to submit a new photograph upon renewal of their driver's license or identification card.
