The bill establishes the Northwest Metro Regional Real Time Crime Center (RTCC) to enhance public safety and improve coordination among law enforcement agencies in the northwest metropolitan area of Minnesota. It appropriates $2,000,000 for fiscal year 2026 and $1,000,000 for fiscal year 2027 from the general fund to the commissioner of public safety for a grant to the city of Brooklyn Park, which will fund the RTCC on behalf of participating jurisdictions. The RTCC will serve cities including Brooklyn Center, Brooklyn Park, Crystal, Golden Valley, New Hope, and Robbinsdale, utilizing real-time data analysis and technology to monitor and respond to criminal activity.

Additionally, the bill mandates the creation of an advisory board consisting of representatives from the police departments and mayors of the participating cities to oversee the RTCC. This board is required to meet quarterly and submit a biennial report to the governor and relevant legislative committees starting in 2027, detailing the RTCC's progress and achievements in crime prevention and investigation over the previous two years.
