The bill amends the appropriation for the Heartland State Trail in Becker County, specifically updating the funding details outlined in Laws 2023, chapter 72, article 1, section 7, subdivision 18. It allocates $550,000 for the construction of a trail segment between Detroit Lakes and Frazee. Additionally, any remaining funds are designated for environmental review, preliminary engineering, and design of the Heartland Trail, which will extend from the west Becker County line to Detroit Lakes, Park Rapids to Osage, and from Osage to Frazee.

Furthermore, the bill includes provisions for the environmental review, predesign, design, and construction of a paved multiple-use trail that will connect Itasca State Park to the Heartland State Trail. This connection will start from the park contact station, extend to the park's southeast boundary, and include a Phase 1 tunnel under marked U.S. Highway 71, continuing for approximately two miles. This appropriation is in addition to previous funding established in Laws 2017 and Laws 2020.
