The bill modifies an existing appropriation for the Heartland State Trail by amending Laws 2023, chapter 72, article 1, section 7, subdivision 18. It allocates $550,000 for the construction of a trail segment between Detroit Lakes and Frazee, and $2,400,000 for the environmental review, predesign, design, and construction of a paved multiple-use trail connecting Itasca State Park to the Heartland State Trail. This includes a tunnel under U.S. Highway 71 and extends approximately two miles from the park's southeast boundary.

Additionally, the bill introduces a provision allowing any unspent funds from the appropriation for the Detroit Lakes to Frazee segment to be redirected towards the environmental review, engineering, and design of other segments of the Heartland State Trail, specifically from the west Becker County line to Detroit Lakes, from Park Rapids to Osage, and from Osage to Frazee. The effective date of this section is the day following its final enactment.
