The bill appropriates $10,000,000 from the bond proceeds fund to the Metropolitan Council for a grant to the city of St. Paul, specifically aimed at advancing the Mississippi River Learning Center project. This funding will be used for the construction, furnishing, and equipping of marina buildings and surrounding site improvements at the Crosby Farm Regional Park. The project encompasses site preparation, trails, vehicular access, and marina amenities, and is in addition to a previous appropriation made in Laws 2023, chapter 72, article 1, section 17, subdivision 5.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $10,000,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution.
