The bill appropriates $10,000,000 from the bond proceeds fund to the Metropolitan Council for a grant to the city of St. Paul. This funding is designated for the construction, furnishing, and equipping of marina buildings and surrounding site improvements at the Crosby Farm Regional Park, which is part of the Mississippi River Learning Center project. The project will include site preparation, trails, vehicular access, and marina amenities, and this appropriation is in addition to a previous allocation made in Laws 2023, chapter 72.
To finance this appropriation, the bill authorizes the commissioner of management and budget to sell and issue state bonds up to the amount of $10,000,000, following the procedures outlined in Minnesota Statutes and the Minnesota Constitution.
