This bill appropriates $3,000,000 from the general fund for fiscal year 2026 to the Public Facilities Authority. The funds are designated for a grant to the First District Association, a dairy cooperative in Litchfield, to design, engineer, construct, equip, and furnish a new wastewater industrial pretreatment facility. This appropriation is in addition to a previous allocation made in Laws 2023, chapter 71, article 1, section 15, subdivision 7, for the same purpose. The effective date for this section is the day following final enactment.

Additionally, the bill cancels a portion of a previous appropriation, specifically $3,000,000 from the fiscal year 2025 general fund allocation under Laws 2023, chapter 53, article 20, section 2, subdivision 3, paragraph (b). This cancellation is a one-time action that redirects the funds back to the general fund. The effective date for this cancellation is also the day following final enactment.
